Wertz York Capital Management Group, LLC is a Tampa-based SEC Registered Investment Advisor founded in 2000. Managing cash, cash alternative and fixed income investments for local governments and special taxing districts is the focus of our business. Since inception, Wertz York Capital has managed more than $2B in Florida public funds.
In 2010, Wertz York Capital became portfolio managers of Florida Fixed Income Trust (FL FIT). The government-designed investment pool was created to provide several short-term, low cost investment solutions for Florida’s local governments.
Prior to being named the FL FIT portfolio managers, Wertz York Capital transitioned into a fee-only advisory services firm with the creation of the Core Fund, a short-term institutional U.S. Government bond fund. The Core Fund was developed as a cash alternative fund, with safety of principal, liquidity and competitive earnings being key objectives. In 2014, Wertz York Capital moved the Cord Fund under the umbrella of its other investment products to provide the most cost effective investments for its clients.
In 2014, Wertz York Capital developed the Insured Deposit Portal (IDP). The Insured Deposit Portal (IDP) is a federally insured deposit program. IDP represents a fiduciary level investment in “well capitalized” FDIC insured community banks across the nation. By blending multiple bank funding programs into one IDP account, clients may invest a greater amount, rely on daily oversight of the combined portfolio, receive one statement and enjoy the simplicity one single account access point.

Our expertise includes cash alternative investing, U.S. corporate and commercial paper investments, U.S. Treasury and Government Agency securities, mortgage-backed securities, portfolio structuring and analysis, cash flow modeling and management, as well as portfolio solutions for SMA’s (separately-managed accounts).
M. Brent Wertz, Principal, Wertz York Capital Management Group
Mr. Wertz has over 20 years of experience working with local government clients in treasury management and investment advisory. Mr. Wertz is a principal of Wertz York Capital Management and has been with the firm since its inception in 2000. A graduate of Virginia Military Institute (BA, Economics), Mr. Wertz received his Master’s in Business Administration from the University of Tampa. Mr. Wertz has served as a financial advisor to municipalities and community developers both before and during his tenure at Wertz York Capital. Mr. Wertz focuses on mortgage backed securities, credit analysis, cash investments and structured notes and product development.
Prior to starting Wertz York Capital, Mr. Wertz served as a consultant to special taxing districts throughout the State of Florida. He assisted these districts in bond offerings, assessment allocation and collections as well as assisting District Managers with treasuring management.
Mr. Wertz serves on the Board of Three Strand Cord, a 501(c)3 that plans an integral role in creating sustainable communities. Mr. Wertz is happily married with 2 daughters. He enjoys spending time with his family, diving and fishing.
David Jang, Partner, Client Advisory Services
Mr. Jang has over 25 years of treasury and investment advisory experience with emphasis in the Florida government sector the past 12 years. Mr. Jang has served on various FGFOA School of Governmental Finance subcommittees since 2003 and has given presentations on treasury, investment and economic topics at the FGFOA School of Governmental Finance, FGFOA Annual Conference, Florida School Finance Officers Association, Florida Association of School Business Officers, Council of Business Affairs and various FGFOA Local Chapter meetings. Mr. Jang has advised his clients on bringing more efficiencies to their banking/custodial relationships; consulted and managed on their operating surplus investment portfolios to improve yields; and advised on their deferred compensation programs to reduce costs to the participants.
Mr. Jang earned his bachelor’s degree in economics from the Wharton School, University of Pennsylvania. Mr. Jang has earned the Association of Financial Professionals designation of Certified Treasury Professional and the Florida Public Pension Trustees Association designation of Certified Public Pension Trustee. He also has FINRA Series 7, 24, 63 and 65 licenses.
Jeff Huenink, Partner, Government Sales
Mr. Huenink has nearly a decade of business development and client relations experience in fixed income asset and treasury management services for governmental entities. Jeff is a founder of the Florida Fixed Income Trust which was built on the belief that investing for governments should be safe, simple, diversified, and match the institutions time horizon(s). He is a former member of the Florida Legislature and brings a unique knowledge and perspective to serving government clients. Mr. Huenink is a serial entrepreneur and led a public IPO for one of his companies which is still listed on the New York stock exchange.
Mr. Huenink majored in Finance and Marketing at the University of South Florida, and has served on numerous community and international boards including Moffitt Cancer Center and Three Strand Cord. He has also been named as an outstanding alumni of the USF’s College of Business.
Jeff Kern, Vice President, Business Development and Client Advisory Services
Mr. Kern has 32 years of experience in investment and treasury management including 28 years with the Sarasota County Clerk and Comptroller where he was responsible for managing a portfolio of nearly $1 billion in addition to treasury and banking operations. He developed a conservative and liquid investment program consisting of agencies, mortgage backed securities, certificates of deposits, commercial paper and LGIP (Local Government Investment Pool) funds resulting in superior earnings for the County. In addition, he has also served as the Investment Advisor for the Sarasota Manatee Airport Authority for over 20 years. Mr. Kern has been the Vice Chairman of the Florida Trust Investment Advisory Board and was instrumental in the creation of this LGIP. Mr. Kern currently serves on various FGFOA (Florida Government Finance Officers Association) committees in which he develops training sessions and speaks on investment, treasury, banking and economic topics for the Annual Conference, School of Government Finance, and local chapter meetings.
Mr. Kern earned a bachelor’s degree in finance from Florida State University while playing varsity football. Mr. Kern serves on his church’s Endowment and Finance Committees and Men’s Ministry Board. He has been married to his wife for 35 years and has a daughter, son, son-in-law, and grandson.
Brian McMillin, Portfolio Manager
Mr. McMillin served Wertz York Capital Management as a portfolio analyst from 2003 to 2007 and is currently a portfolio manager for FL FIT as well as Wertz York Capital Management’s separately-managed accounts. Prior to re-joining the firm in 2012, Mr. McMillin spent 5 years managing a portfolio of corporate surety credits for Travelers Indemnity Co., focusing on various sectors including manufacturing, energy, defense, and retail. Mr. McMillin graduated from the University of South Florida in 2004 with a B.A. in Economics, and enjoys spending time with his wife and 3 beautiful children in the outdoors.
Darcee Redding, Operations Manager
Ms. Redding has been with the firm since 2014. She handles much of the daily transaction processing and account maintenance. She is the lead on customer interaction and coordinates the information technology for all accounts.
Prior to joining Wertz York, Ms. Redding held a number of management positions in the retail sector. Ms. Redding graduated from the University of Florida in 2010 with a Bachelors of Science in Health Education. She also volunteers as a coach for a local synchronized swimming team, the Tampa Bay SynchRays.
